January 21, 2025 — Systems & Methods, Inc. (SMI) is proud to announce that Tanguler Gray has joined the company as Executive Vice President of Operations. With over three decades of experience in public service and a proven track record in leadership, Tanguler’s appointment marks an exciting new chapter for SMI as the company continues its commitment to delivering innovative solutions that support critical government programs.
Before joining SMI, Tanguler served as the Commissioner for the Office of Child Support Services (OCSS) at the Administration for Children and Families (ACF) within the U.S. Department of Health and Human Services (HHS) from 2021 to 2025. In this role, she provided leadership and oversight for the federal child support program that supports national policy changes and services designed to ensure children, individuals, families and their communities receive the support they need, impacting millions of families across the United States.
During her tenure at OCSS, Tanguler was instrumental in leading strategic whole family initiatives, enhancing operational efficiencies, and advancing state, tribal, and local child support programs. Her experience in navigating complex federal systems, implementing innovative solutions, and driving systemic change aligns perfectly with SMI’s mission to provide outstanding technology and service to government agencies.
Prior to her work at OCSS, Tanguler held the position of Deputy Commissioner at the Georgia Department of Human Services and led the Division of Child Support Services as Director. She has also served as past president of the National Child Support Engagement Association (NCSEA) and board member for the Eastern Regional Interstate Child Support Association (ERICSA).
As Executive Vice President of Operations at SMI, Tanguler will lead the company’s operations, focusing on optimizing internal processes, ensuring the delivery of high-quality services, and expanding SMI’s capabilities in supporting government partners. Her strategic insight and deep knowledge of public sector needs will be invaluable as SMI continues to grow and adapt to the evolving demands of government programs.
